Normalize Base64 data

Remove whitespace, restore padding and switch between Base64 and Base64URL while preserving bytes.

Example

UTF-8 text Hello becomes SGVsbG8=. Decoding reverses the operation. Binary data may not be readable text; download it using the files tool.

Base64 represents each three bytes as four characters, increasing size by roughly one third. Normalization preserves bytes; it cannot recover corrupted or missing data.
